A Failure to Practice Hazard Recognition and Control

See the hazard?  Many people will not notice the possible outcome of this situation.  I guess because of the number of Hazard Recognition and Control Workshops’ and worksite walk-throughs I’ve done, my eyes are conditioned to search for this type of situation – and incident waiting to happen.  In this example someone does not see the mobile air compressor as a hazard.  You will notice that the road is not level and when someone comes along to hitch it to a truck the compressor will roll back.  The right tire is against the curb, however when the weight of the compressor starts it moving, we are faced with a possible runaway piece of equipment.

Hazard recognition is a leading indicator performed by seeing what could happen, and not what has already happened.  Control is the activity that reduces the risk of a hazard.  Is it probable that the compressor will not roll back and pick-up speed and eventually slam into an oncoming vehicle?  Yes, it is possible that nothing will happen, but it is also equally as possible that it could happen.  A simple answer is to apply chocks behind the tires to greatly reduce the possibility of a runaway.

Personnel who are trained to understand the hazard recognition and control process, importance, and their role are more likely to practice this important safety task.  Workplaces where everyone takes responsibility for performing hazard recognition and control are ones where it is difficult to get hurt.  A safe workplace means that there will be fewer injuries.  However, those who are not trained cannot be expected to perform, therefore leadership ultimately cannot count on personnel creating a safe workplace and meet safety goals when workers have not been properly trained in the concept and its application.
